<p><P>PROBLEM TO BE SOLVED: To provide a medicinal composition or a medicinal preparation which contains an effective therapeutic dose of neurotoxin obtained by treatment, facilitates neurotoxin transmission (infiltration) of a patient skin so as to obtain a treatment effect without accompanying an undesirable pain related to administration of the neurotoxin, and further keeps bioactivity of the neurotoxin. <P>SOLUTION: Botulinum toxin is used for producing a medicine topically applied to a skin. The medicine is used by (a) a step to non-chemically destroy a horny layer of the patient skin so as to lower impermeability of the horny layer and (b) a step to apply the medicine to an area of the patient skin where the horny layer is destroyed by the step (a).
