EMM MESSAGE RE-MULTIPLEXING APPARATUS, METHOD, AND PROGRAM FOR ACHIEVING AUTOMATIC DISPLAY MESSAGE WHEN RETRANSMITTING IP OF DIGITAL BROADCAST

PROBLEM TO BE SOLVED: To provide an EMM message re-multiplexing apparatus that can multiplex data included in broadcast waves and data to be created uniquely while restricting a maximum transmission band and controlling a minimum transmission cycle. SOLUTION: Signals are separated off from a broadcast wave signal that is a decoded digital broadcast wave, and an EMM portion is nullified, an EMM individual message is discarded, and a signal equivalent to the EMM individual message is created. In each packet of an EMM common message and the EMM individual message, an EMM common priority control re-multiplexing unit 112 is included which checks whether or not a maximum transmission band, a maximum transmission frequency, and a minimum transmission cycle can conform to values set in an initialization file 109 by arranging each packet and arranges a packet that satisfies all these check points in a packet position where the nullified EMM portion has been arranged to build re-multiplexed data.
