PROBLEM TO BE SOLVED: To provide an encoding device capable of maintaining a high transmission quality even in the transmission path having DC breaking characteristics and capable of achieving a fast transmission speed without widening the bandwidth of a frequency spectrum. SOLUTION: The encoding device includes an encoding part for converting input binary data every n bits on the basis of a predetermined transformation rule for correlating n-bit binary data and k-value data with m k-value symbols (m<n) combined and generating encoded data composed of a row of the k-value data. When the DC balance of the k-value data obtained after conversion has polarity, the encoding part controls the polarity of the k-value data obtained after conversion to be different from the polarity of the DC balance possessed by a row of k-value data before the k-value data.
