PROBLEM TO BE SOLVED: To perform high precision motion detection without being affected by a dot disturbance component, even if the phase of the dot disturbance component is different between frames for performing the motion detection. SOLUTION: A motion detection part 202 establishes a calculation region for each pixel to obtain a motion detection signal. The motion detection part 202 finds a difference absolute value of mutual luminance value total within the calculation region between luminance value data Yin of a present frame and luminance data value Yin' of a past frame to obtain a motion detection signalαbased on the comparison result of this difference absolute value and a threshold. The calculation region is established so that the pixel (pixel of interest) to obtain the motion detection signal is made to be a center, and that the horizontal width is integer multiple of a horizontal direction period of the dot disturbance component and the vertical width is integer multiple of vertical direction period of the dot disturbance component. Even if the phase of the dot disturbance component is different between the present frame and the past frame, the difference absolute value of mutual luminance value total within the calculation region becomes an extremely small value in a still region.
