A moving picture encoding device comprises an updated region detecting means, an encoding region detecting/cache updating means, and an encoding means. The updated region detecting means compares a reference frame with a current frame to detect an updated region, which is a region where there have been changes in the pixel values. The encoding region detecting/cache updating means, after processing for replacing the image in the region of the reference frame that corresponds to the updated region with an image in a cache frame has been performed, detects, as an encoding region, the region where there are changes in the pixel values and stores, in the cache frame, as an image of a stable region, an image of a region where there have been no changes in the pixel values over a predetermined period in the past among the images of the updated regions in the reference frame prior to the replacement processing. The encoding means encodes the image of the encoding region and encodes the cache information. |
