<P>PROBLEM TO BE SOLVED: To provide: a light-emitting device capable of achieving high luminance easily and maintaining an optical system small in size; a method of manufacturing the same; a lamp with easy light distribution control; and a lamp system. <P>SOLUTION: The light-emitting device is provided with: a light-emitting element; a substrate having a light guide path of a groove shape extending along a first direction, wherein the emitted light emitted from the light-emitting element and introduced into the light guide path widens along the first direction and is reflected by the inner wall of the light guide path, and then, is turned into upper light going to the top of the substrate; and a lens which is installed on the light guide path, condenses the upper light, and controls light distribution characteristics in the surface nearly perpendicular to the first direction.
