PROBLEM TO BE SOLVED: To stably maintain a target temperature, by restraining a temperature drop by a swirl or the like. SOLUTION: A GCU (glow control unit) 21 acquires a pre-correction resistance value of a glow plug 1, and sets a target resistance value intermediate value R<SB>4</SB>from the pre-correction resistance value. The GCU sets reference effective voltage V<SB>0</SB>by using a voltage temperature relational expression, and sets a reference resistance value R<SB>0</SB>by using a resistance temperature relational expression. A swirl correction value R<SB>5</SB>is set from a resistance correction value by using a correction expression of indicating the relationship with the resistance correction value based on a difference between a resistance value and the reference resistance value R<SB>0</SB>of the glow plug 1 corresponding to impression voltage to the glow plug provided based on the relationship between the impression voltage to the glow plug and its resistance value when driving an internal combustion engine. After driving the engine, a target resistance value R<SB>TAR</SB>is set from the target resistance value intermediate value R<SB>4</SB>and the swirl correction value R<SB>5</SB>, and control effective voltage V<SB>1</SB>to be impressed on the glow plug 1 is determined based on the reference effective voltage V<SB>0</SB>and the target resistance value R<SB>TAR</SB>.
