PROBLEM TO BE SOLVED: To provide a coating material or a coating film in which a heat insulating additive component itself has high heat insulating ability without depending on only heat insulating effect utilizing reflection, and the additive component is completely dissolved in the coating material to give the heat insulating ability to the whole coating film, which has not been achieved in the conventional coating material, and thus, the additive component can be completely neutralized to be free from unevenness in the heat insulating effect of the coating material or the coating film and to exhibit high heat insulating effect, the color can be freely selected or finishing of the coating film surface can be freely selected independently on the heat insulating effect, and with which high heat insulating effect can be obtained also by being housed in the surface coating film. SOLUTION: Composition formula: CaH2O2, composition formula: Na3O4P, and molecular formula: NH3are contained in or added to the heat insulating coating material or the heat insulating coating film as the heat insulating and dissolving component.
