PROBLEM TO BE SOLVED: To provide a means to objectively evaluate the degree of entanglement of hair in a human head without depending on the skill of a specialist. SOLUTION: The hair evaluation system 100 includes a relation storage section 30, a hair information receiving section 40, a parameter acquisition section 50 and an entanglement degree computing section 60. The relation storage section 30 stores the relation information IR between a plurality of kinds of hair parameters (hair volume parameter, a friction parameter and curvature parameter) obtained from the hair HS of a sample provider S and the degree of entanglement LS showing the strength of entanglement of the hair HS. The hair information receiving section 40 receives the hair information IH of the hair HE of a subject EX. The parameter acquisition section 50 obtains the hair parameter of the hair HE on the basis of the received hair information IH. The entanglement degree computing section 60 refers to the relation information IR and decides the degrees of entanglement LE corresponding to the plurality of kinds of hair parameters of the hair HE of the subject EX.
