PROBLEM TO BE SOLVED: To provide a service oriented operation management system which performs an operation arrangement so that a result supposed by an instructor is obtained by directly inputting an index value of an event which may occur according to a change in the train operations. SOLUTION: The service oriented operation management system includes: a planned diagram storage device 300 for storing an operation plan of the train operation of the day; an actual diagram storage device 301 for storing the actual result of the train operation; a diagram prediction device 306 for predicting the train operation condition based on the actual diagram stored in the actual diagram storage device 301; an operation arrangement device 105 for changing the planned diagram; and an in-use diagram storage device 314 for storing the diagram changed by the operation arrangement device 105. The operation arrangement device 105 compares the operation plan stored in the planned diagram storage device 300, with the actual diagram stored in the actual diagram storage device 301 and with the predicted diagram stored in the diagram prediction device 306 to calculate a plurality of index values, and graphically displays the plurality of index values thus calculated.
