PROBLEM TO BE SOLVED: To provide a navigation system, navigation apparatus and navigation server, capable of displaying map data giving no sense of incongruity to a user considering the download time of the map data even when the communication state fluctuates, and to provide a map data adjusting and distributing method. SOLUTION: In the navigation system, the communication state with the navigation server is monitored to acquire communication state information and, when acquisition of map data is required, the data size of the map data is adjusted in accordance with the communication state information, and the adjusted map data are output.
