PROBLEM TO BE SOLVED: To provide a cylinder liner and a cylinder block, reducing a sliding resistance with a piston while preventing scuffing. SOLUTION: In this cylinder liner 1, a cylinder bore 5 slidably storing the piston 3 of an engine 2 is sectionally formed, and also the inner peripheral surface of the cylinder bore 5 is subjected to a surface treatment for preventing seizure with the piston 3. The surface treatment is so performed that the inner peripheral surface of the cylinder bore 5 is subjected to shot peening by the use of particulate shot material made of molybdenum disulfide, and the molybdenum disulfide is buried in the inner peripheral surface of the cylinder bore 5.
