PROBLEM TO BE SOLVED: To provide a liquid developer in which toner particles are excellent in long term dispersion stability, and to provide an image forming method using the liquid developer. SOLUTION: The liquid developer includes an insulating liquid and the toner particles, where a silicone-based compound including a partial structure represented by a formula (1) : (R<SB>3</SB>SiO<SB>1/2</SB>), (in the formula, R is a monovalent hydrocarbon group) and a partial structure represented by a formula (2) : (SiO<SB>4/2</SB>) exists in the vicinity of surfaces of the toner particles.
