PROBLEM TO BE SOLVED: To provide a reactor and a reaction plant evenly distributing a flow rate to a plurality of micro-reactors and increasing the production amount with a high reaction yield, without using a branch pipe nor a needle valve when numbering-up the micro-reactor. SOLUTION: The reactor includes a first buffer 7 temporarily storing first fluid containing a first substance, a second buffer 6 temporarily storing second fluid containing a second substance, a plurality of cylindrical mixing flow passages 1 whirlingly mixing the first fluid with the second fluid, a plurality of first introducing flow passages 23 and a plurality of first inlet passages 3 connecting the first buffer 7 to each of the mixing flow passages 1, and a plurality of second introducing flow passages 22 and a plurality of second inlet passages 2 connecting the second buffer 6 to each of the mixing flow passages 1, evenly distributing the flow rate to the plurality of first inlet passages 3, and evenly distributing the flow rate to the plurality of second inlet passages 2.
