<P>PROBLEM TO BE SOLVED: To safely and smoothly guide the flow of people and ease congestion, by dividing a passage and a staircase in public facilities, utilized by many and unspecified persons, in each area based on a walking speed and adjusting the area to be divided, depending on the amount of passage. <P>SOLUTION: The passage and the staircase are divided in each area based on the walking speed, and the area to be divided is adjusted depending on the amount of passage.
