PROBLEM TO BE SOLVED: To provide an adhesive composition causing no whitening of an adhesive layer due to moisture in the high temperature and high humidity environment even when the adhesive layer is thickened to improve a cushioning property, and to provide an adhesive film. SOLUTION: The method for manufacturing the adhesive composition containing an acrylic polymer containing a hydroxyl group as a functional group includes a polymer manufacturing process (1) of obtaining a main polymer using a mixed solvent solution containing at least one kind of an acrylic monomer, a process (2) of preparing the raw material composition for the adhesive agent by dissolving the main polymer, at least one kind of (meth)acrylate monomer containing a hydroxyl group and a photo-polymerization initiator in an organic solvent, and a process (3) of obtaining the adhesive composition by polymerizing the raw material composition for the adhesive agent by light irradiation.
