PROBLEM TO BE SOLVED: To provide a fixing device that, when performing fixing by heating cut paper having an unfixed image in a non-contact state while holding a leading edge of cut paper and conveying the cut paper in a conveying direction so that a conveying member may not come into contact with both sides of the cut paper, controls a paper position in a direction perpendicular to a paper surface while the cut paper is being conveyed to be stable, and prevents the paper from contacting with a non-contact heating source caused by sagging due to weight of the paper and curl due to heating, whereby sufficient fixing quality and image quality are safely obtained without lowering heat efficiency; and to provide an image forming apparatus. SOLUTION: The fixing device has a gas blowing means that makes gas to blow toward front and back sides of the cut paper which is conveyed and heated in a non-contact state.
