PROBLEM TO BE SOLVED: To obtain a color image of high image quality, by suppressing image deterioration by toner for improvement of transfer efficiency in an image forming apparatus forming a toner image for improvement in the transfer efficiency on a bottommost layer of an image carrier, or an intermediate transfer body for improving transferring efficiency for transferring a color toner image on the image carrier or the intermediate transfer body to a recording medium. SOLUTION: The image forming apparatus forms a transparent toner image T by a transparent toner image forming means 12a, on the bottommost layer of an intermediate transfer belt 7 and the multiple colored toner images Y, M, C, K are sequentially superimposed on the transparent toner image T by a plurality of color toner image forming means 12b, c, d, e; and then the toner images on the intermediate transfer belt are collectively transferred to transfer paper P by a secondary transfer device 8; and here, a condition for forming a light-colored toner image by a light-colored toner image forming unit is set, such that the light-colored toner image on the intermediate transfer belt is not transferred onto the transfer paper P by the secondary transfer device.
