PROBLEM TO BE SOLVED: To have a dialogue with a communication opposite party for various purposes that included emergency calls, using a simple operation. SOLUTION: When an operator depresses any of a plurality of buttons, a biological information acquiring section 36 acquires fingerprint information of the operator. A collating section 40 collates the acquired fingerprint information, with fingerprint information corresponding to the depressed down button, stored in a biological information registering section 38 to authenticate the operator. When the operator is authenticated, a control section 50 controls a communicating section 52 so as to establish communication with a communication opposite party corresponding to the depressed button, stored in a communication opposite-party registering section 48. The communicating section 52 transmits the voice of the operator inputted by a microphone 44 to the communication opposite party so that the operator is able to conduct a dialogue with the communication opposite party; performs communication for receiving voice from the communication opposite-party; and outputs the voice received, from a speaker 42.
