Provided is a quick charging device that can conduct quick charging even with a conventional meter-rate lighting power supply or a low voltage power service power supply, and, in the case that the storage battery (for example, an electric vehicle's storage battery) to be charged is empty, that can conduct charging up to a charging rate of 30-50% (up to a maximum of about 60%) in a short period of time (a few minutes), in repetition in short intervals. The quick charging device (20) is provided, for charging a storage battery (11) mounted on an electric vehicle (EV) (10), with: a converter (21) having a rectifying function that converts an alternating current supplied by a 100V or 200V AC power supply to a direct current, and a boosting function; a storage battery (high output-density storage battery) (22A) with high output-density and instantaneous power; and a storage battery (high energy-density storage battery) (22B) with high energy-density and a large energy capacity.
