<p><P>PROBLEM TO BE SOLVED: To provide a power saving program transfer device that reduces overall power consumption of a facility storing a number of servers, such as a data center. <P>SOLUTION: A virtual server transfer destination decision unit 42 of a program transfer device 110 updates server apparatus information 51 to information on CPU usage of all or each of servers obtained from the servers by a server use state report unit 31, and determines whether there is a transfer virtual server to be transferred among the virtual servers from which the information is obtained, using the obtained information on the CPU usage or the like. If the decision is affirmative, the transfer virtual server is determined by the use of the information obtained. The decision unit determines whether there is a destination server that corresponds to a power-on air conditioner and can store the transfer virtual server, using air conditioner apparatus information 52 and the server apparatus information 51.
