PROBLEM TO BE SOLVED: To provide a method for constructing a soil cement continuous column wall which facilitates steel insertion since a flow value of soil cement is improved (softened), does not generate an adverse factor such as a reduction in permeability coefficient-strength and an increase in the amount of industrial waste since the quantity of water per unit is not increased as conventional means that improves the flow value, improves mixing conditions, and enables a wall to be more uniformly constructed than before. SOLUTION: When earth and sand or the like, and a cement hardening solution are mixed at a construction place, pulp cellulose or fine powder pulp, and fly ash are added to the cement hardening solution. In detail, a soil material is divided into sandy soil/gravelly soil (A) and silt/clay (B), and the pulp cellulose and the fly ash are selected in a ratio of (A):(B) of 1:4 to 1:9 and added.
