PROBLEM TO BE SOLVED: To provide an information providing device, an information providing system, and an information providing method, for providing prescribed information in a correct timing to an object vehicle. SOLUTION: An arrival time calculation part 131 calculates an arrival time T1 from a sensing point of time when a vehicle is sensed by a vehicle sensor 4 until it arrives at a position where it becomes able to communicate with an optical beacon 3. A transmission time calculation part 132 calculates a transmission time T2 until prescribed information transmitted from an information repeater system 1 is received by the optical beacon 3. A delay time calculation part 133 calculates the transmission delay time of the prescribed information by subtracting a transmission time T2 from the arrival time T1, and the transmission delay time determines a registered delay time TX being the first transmission point of time of prescribed information (caution graphic data).
