PROBLEM TO BE SOLVED: To provide a system capable of easily grouping watt-meters which are installed at respective branch breakers, for respective objects to be controlled in power consumption. SOLUTION: A watt-meter 110 transmits communication data including a metered power value and a self ID to a system controller 20 at a prescribed time interval, when a corresponding breaker 100 is in its "turned on" state. An operation state of the system controller 20 is caused to change to a grouping function state by a manipulation of a user. When receiving the communication data from the watt-meter 110 in an operation of this grouping function, the system controller 20 extracts the ID of the source watt-meter 110 from the received communication data and stores it in a prescribed memory, unless the ID is previously taken in.
