PROBLEM TO BE SOLVED: To control stretch of a strip rubber member 12 in a longitudinal direction and shrinkage in a width direction in the front side part 35 of a festoon 22. SOLUTION: A force directed upward from an application conveyer 25 is applied to the front side part 35 of the festoon 22 by bringing the running surface 34 of an application conveyer 25 running upward into contact with the front side part 35. The application of the force cancels the downward tension produced in the front side part 35 of the festoon 22 by the self-weight of the festoon 22 with the upward force applied. The tension produced in the front side part 35 of the festoon 22 is thus reduced, and the stretch of the strip rubber member 12 in the longitudinal direction and the shrinkage in the width direction are controlled.
