摘要 <p><P>PROBLEM TO BE SOLVED: To reflect a visual frequency characteristic properly on a subband encoding of a frame base or a field base of an interface image signal based on a theoretical point of view. <P>SOLUTION: A block 201 is a wavelet conversion one for dividing a subband. Blocks 202, 203, 204 and 205 are those of a quantization, an entropy encoding, a packet generation, and a code formation each for processing the encoding to each subband-divided subband.
