A method for creating a User Equipment (UE), a network device, and a personalized content delivery channel are disclosed. The method includes: determining personalized content information suitable for a user; and creating a personalized content delivery channel according to the personalized content information suitable for the user. With the present invention, suitable personalized content can be delivered to the user.
