PURPOSE: A rotary earthquake-proof friction damper and an earthquake-proof device using the same are provided to facilitate installation on existing structures, since a linear and rotational friction damper and a steel frame member are coupled and modularized. CONSTITUTION: A rotary earthquake-proof friction damper comprises a first central member(110) and a geostatic member(130). The first central member comprises a circular-arc cut portion(22) cut in a circular-arc shape around a hollow(11). The geostatic member is formed with bolt holes(44) to correspond to the circular-arc cut portion and is coupled with the first central member.
