PROBLEM TO BE SOLVED: To appropriately suppress the occurrence of a discharge phenomenon. SOLUTION: An image forming apparatus includes: an image carrier for carrying a latent image; a developer carrier having recessed parts arranged regularly on its surface and conveying developer to an opposed position where it is opposed to the image carrier by rotating in such a state that it carries the developer; a voltage applying part for applying alternating voltage having first voltage for making the developer go toward the image carrier from the developer carrier in order to develop the latent image with the developer conveyed to the opposed position and second voltage for making the developer go toward the developer carrier from the image carrier to the developer carrier. The cycle of the alternating voltage is set to be larger than a value obtained by dividing minimum value of the recessed part in the periphery direction of the developer carrier by the moving speed of the surface of the developer carrier when the developer carrier rotates.
