<P>PROBLEM TO BE SOLVED: To provide a separator for a fuel cell and a manufacturing method wherein a surface does not become excessively abundant with a resin even after a blast treatment work on the surface has been applied and the contact resistance can be reduced. <P>SOLUTION: (1) The separator for the fuel cell in which conductive minute particles 1 are adhered or made to be thrusted by a shot blast into the resin of a contact part of the surface of the separator with a diffusion layer and a contact part of the surface of the separator with a separator of an adjoining cell. (2) The manufacturing method of the separator for the fuel cell having a first process in which the conductive minute particles are adhered to or made to be thrusted into the resin 2 by a shot blast at a part of the surface of the separator where the contact resistance is required to be low. (3) It has a second process in which manufacturing of a reaction gas flow passage is carried out by the shot blast and a surface treatment work is carried out, and working of cooling water flow passage is carried out by the shot blast and the surface treatment work is carried out.
