PURPOSE: A system and a method for managing the medium recorded track II data and a program recording medium are provided to calculate fee for a local transaction except brand company commission according to not a brand medium reference transaction but a local medium reference transaction. CONSTITUTION: An information reception unit(105) receives a medium issue request information from a medium issue request terminal(140). A medium establishment approval unit(110) approves the issue for a medium through client information and issue target medium information. A medium issue unit(125) records track II data on the issue-approval medium, and issues the medium to a client who request the medium issue. |
