PURPOSE: An ice-making mat and a method for forming an icy road and a snowfield using the same are provided to form an artificial icy road or a snowfield, which does not melt, regardless of season and place. CONSTITUTION: An ice-making mat(1) comprises a soft mat body(10) and a refrigerant pipe(20). The refrigerant pipe is welded on the surface of the mat body. The refrigerant pipe forms one consecutive refrigerant circulating path. A refrigerant inlet(I) and a refrigerant outlet(O) of the refrigerant circulating path are directly connected to refrigerating equipment installed outside the ice-making mat. A target area for forming an icy road is flattened. The ice-making mat is spread on the target area. The refrigerant inlet and the refrigerant outlet of the refrigerant pipe are connected to the refrigerating equipment. When the refrigerating equipment is operated, refrigerants are circulated in the refrigerant pipe. Water is supplied to the surface of the ice-making mat.
