PROBLEM TO BE SOLVED: To provide a fuel production system that reduces a running cost and an equipment cost and efficiently obtains a biomass fuel and a method for producing a fuel. SOLUTION: The fuel production system is equipped with a first hydrolysis apparatus 20 for hydrolyzing a polysaccharide-based biomass with subcritical water or supercritical water, a first adiabatic expansion device 30 for adiabatically expanding the hydrolyzed liquid obtained by hydrolyzing the polysaccharide-based biomass by the first hydrolysis apparatus 20 and a first fermentation apparatus 40 for fermenting the hydrolyzed liquid adiabatically expanded by the first adiabatic expansion device 30.
