OIL-IN-WATER TYPE EMULSION COMPOSITION

PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion composition which can be formulated with various oil components and has water resistance with even little irritation to skin which is a stable oil-in-water type emulsion composition having a fresh feeling of use when applied to the skin with a safe polymer emulsifier. SOLUTION: The oil-in-water type emulsion composition is emulsified with a polyion complex formed from a cationic polymer and carboxymethylcellulose. In the oil-in-water type emulsion composition, the ratio of cationicity of the cationic polymer to the degree of etherification of the carboxymethylcellulose is within the range of 1/3 to 3/1.
