PROBLEM TO BE SOLVED: To provide a device and a method for manufacturing a carrier tape oriented in the up and down directions. SOLUTION: The method for filling an embossed pocket of the carrier tape includes a process of providing a flat tape having a plurality of feed holes positioned on a plane in the up/down direction, a process of accepting the flat tape positioned on the plane in the up/down direction in a forming tool assembly of the first device, a process of making the pocket on the flat tape to make the carrier tape, and a process of filling the pocket. The device for automatically embossing the carrier pocket on the strip includes a pair of heating contact surfaces facing each other, and a heat shield assembly comprising at least two heat shields oriented in the up/down direction and constructed to pinch the heat shields selectively between the respective contact surfaces and the strip in the up/down direction when the processing is stopped.
