PROBLEM TO BE SOLVED: To provide a terminal processing device and a terminal processing method, reducing excavating parts to improve the work efficiency. SOLUTION: This terminal processing device 1 for fitting a terminal processing band 106 to the terminal of a flexible seal hose 104 mounted to the inner peripheral surface of a conduit 100 includes a terminal processing means 2 moving in the conduit 100, to which the terminal processing band 106 is mounted like a ring having a smaller diameter than the conduit 100, and which enlarges the diameter of the terminal processing band 106 to press and fix the seal hose 104 to the inner peripheral surface of the conduit 100.
