PURPOSE: A battery controlling apparatus and a method thereof are provided to facilitate the battery charging using power transmitted from adjacent vehicles when the battery is a set critical value or less or a discharged state. CONSTITUTION: A battery controlling apparatus(300) includes a detection part(320) for detecting at least one of a state of charge, a voltage value, and a current value of a first battery(310); a communication part(370) performing communications connection with adjacent vehicles equipped with an arbitrary battery; and a control part(340). The control part enables the generation of charge control information for controlling the charge of the first battery based on the state information of the first battery containing the detected information.
