<p><P>PROBLEM TO BE SOLVED: To provide a media gateway device having improved measurement accuracy while alleviating measurement loads of transmission delay measurement. <P>SOLUTION: A first interface section 20 has: a first communication section 21 which detects a specific pattern in a voice packet V for measuring the transmission delay when receiving the voice packet V from a voice packet generator 5; and a first generation section 22 which generates a packet I for measuring the delay when detecting the specific pattern and transmits the packet I to a delay measurement terminal 6. A second interface section 30 has: a second communication section 31 which detects a specific pattern in a voice packet V when receiving the voice packet V from the first interface section 20; and a second generation section 33 which generates a packet A for measuring the delay when detecting the specific pattern and transmits the packet A to the delay measurement terminal 6.
