PROBLEM TO BE SOLVED: To reduce influence which a parallel channel with a low gain exerts to an entire FEC block in a transmission method using a Vertical Encoding method distributing one FEC block data to a plurality of parallel channels to be transmitted. SOLUTION: In a power control method to a parallel channel in a transmission method using a Vertical Encoding method distributing one FEC block data to a plurality of parallel channels to be transmitted, power control is performed according to a gain difference of parallel channels, whereby influence which a parallel channel with a low gain exerts to an entire FEC block is reduced.
