<p><P>PROBLEM TO BE SOLVED: To provide a data processing device which can operate a plurality of processing modules in parallel. <P>SOLUTION: Processes following a processing flow are assigned to the plurality of processing modules (21-a, 21-b, 22-a, 22-b, 23-a, 23-b), respectively, and at least two of the plurality of processing modules can run the same process. A network 15 includes an arbitration circuit 16 that, upon receiving a packet from the processing module, according to a process number attached to the packet, selects a processing module out of the processing modules which can run the process, and outputs the packet to the selected processing module.
