PROBLEM TO BE SOLVED: To provide a reservoir water level information processor which can properly determine the time for a change in the water level of a reservoir, and a program. SOLUTION: This reservoir water level information processor includes: a reservoir water level change detection means for detecting the change of the reservoir water level on the basis of a measured value input from a water gauge for measuring the reservoir water level of the reservoir; a duration time measuring means for measuring the duration time of the change of the reservoir water level which is detected by the reservoir water level change detection means; and a reservoir water level change time determination means which sets the maximum value of the duration time until the reservoir water level is returned to the first reservoir water level again after being changed to the second reservoir water level from the first reservoir water level, in steps of changing the reservoir water level in a fixed direction from the first reservoir water level to the second reservoir water level and from the second reservoir water level to the third reservoir water level, as a reservoir water level change determination time, and which sets the time when the duration time of the third reservoir water level reaches the reservoir water level change determination time, as the time of a shift to the third reservoir water level.
