PROBLEM TO BE SOLVED: To provide a method and a device for excavating a well and pumping up well water, for easily and speedily performing the well excavation and well-water pumping-up work without using heavy equipment, while efficiently pumping up the water from a groundwater layer regardless of the depth of the groundwater layer or its quantity of water. SOLUTION: The method for excavating the well and pumping-up the well water includes: an assembly process for fixing a tip part of an inner pipe to an outer pipe, which has a nozzle at its tip part and a plurality of water intakes in its circumferential wall on the side of the tip part, in such a way as to be mounted to the nozzle of the outer pipe; an excavation process for connecting a hydraulic pump for excavation to the side of a base end part of the inner pipe, and advancing the outer pipe under the ground as jetting water from the nozzle of the outer pipe by feeding the water to the inner pipe; and a water pumping-up process for removing the inner pipe from the outer pipe after the side of the tip part of the outer pipe reaches the groundwater layer, connecting a water suction pump to the side of the base end part of the outer pipe, and pumping up the water via the outer pipe.
