PROBLEM TO BE SOLVED: To provide a cleaning system and a cleaning method capable of effectively preventing contaminants from spreading. SOLUTION: The cleaning system 20, that prevents contamination from spreading by supplying a cleaning chemical agent into the ground in a downstream area where underground water having passed through a contaminated area containing contaminated soil reaches, is characterized by including a drilled hole 3 drilled in the downstream area, a pipe 6 disposed in the drilled hole 3 and extending from the bottom of the drilled hole 3 to the opening thereof, a plurality of through holes 6a formed on the upper part of the pipe 6 and penetrating the same from the outer face 6F of the pipe 6 to the inner face thereof, a sliding member 7 disposed movable in the vertical direction within the section of the pipe 6 whereon the through holes 6a thereof are not formed, a driving means 21 that causes the sliding member 7 to move in the vertical direction, and a gas feeding means 23 for feeding a gas into a part of the pipe 6 disposed below the sliding member 7.
