PROBLEM TO BE SOLVED: To provide a ruling device which forms a clear ruled line on a corrugated cardboard and allows preparation of punching to be efficiently carried out, and to provide a ruled line pushing groove of a counter plate in the ruling device and a method for forming the ruled line pushing groove. SOLUTION: In the ruling device, the ruled line pushing groove 52 is a groove formed by being aligned with a punching die 14 in advance and when the depth of the ruled line pushing groove 52 is expressed by (h), the width of the groove is expressed by W, the thickness of the counter plate is expressed by T and the thickness of the ruled line pushing member is expressed by (t), the groove depth (h) is in a range from h=(T-0.7) mm to (T-0.2 )mm, the groove width W is in a range from 1.5t to 5t, the difference of the dimension from the lower surface of the punching die 14 to the respective lower ends of a punching blade 50 and the ruled line pushing member 51 is in a range from 0.7 mm to -0.3 mm. The ruled line B is formed by relative vertical movement of the punching die 14 and the counter plate 16 to push the corrugated cardboard sheet S into the ruled line pushing groove 52 by the ruled line pushing member 51.
