Provided is a functional gel having microbubbles therein. A container (1) is filled with water, an ultrasonic vibrating plate (4) is driven while a gas is supplied from a gas-supply pipe (5), and microbubbles (1b) of said gas are formed. Since the diameters of said microbubbles (1b) are for example nano-scale, the speed at which the bubbles rise through the water is low, and even if the ultrasonic vibrating plate (4) is stopped, the bubbles remain in the water for roughly 10 minutes. Next, a tubular pump (8) is driven, the microbubble-containing water (solution) in a container (2) is sent to a container (6), and a gelling agent is added to the water (solution) in the container (6).
