The present invention relates to a method and apparatus for scheduling packets in a relay network. The scheduling method of a relay station in a communication system using a relay scheme according to the present invention comprises: a step of receiving, from a base station, information on the volume of generation of data to be transmitted to a user; a step of estimating, on the basis of the volume of generation of data received from the base station, the size of a queue of the base station, in which data to be transmitted to the user are stored; a step of calculating the size of a virtual queue in which total data to be transmitted to the user are stored, with reference to the estimated size of the queue of the base station and the size of the queue of the relay station in which data to be transmitted to the user are stored; a step of performing a scheduling process for allocating resources on the basis of the size of the virtual queue; and a step of transmitting data to the user on the basis of the size of the virtual queue.
