PROBLEM TO BE SOLVED: To aggregate packets for each exit edge router even when a flow aggregation type packet communication network includes a plurality of autonomous systems.

SOLUTION: A flow aggregation type packet communication network 1001 communicates with other networks AS2000-AS6000 by packets and internally aggregates packets from the other networks per destination to transfer the packets after conversion to data units for transfer and has a plurality of autonomous systems AS1100-AS1300 as an autonomous system group. An edge router R1101 which aggregates packets in this autonomous system group searches for path tables on the basis of destination addresses of input packets and aggregates packets per destination on the basis of path information of routing protocols between autonomous systems, which is included in found path information.
