PROBLEM TO BE SOLVED: To provide a more effective method for using a plant pest controlling agent containing at least one tetrazoyl oxime derivative as an active ingredient. SOLUTION: There is provided an agricultural and horticultural plant pest controlling agent containing as active ingredients a tetrazoyl oxime derivative represented by formula (1) (wherein A is a tetrazoyl group or the like; X is a halogen atom, an alkyl group, or the like; n1 is an integer of 0-5; and Het is a 2-pyridyl group which may have a substituent such as a carbamate group in position 6 or a like group) and/or a salt thereof.
