PROBLEM TO BE SOLVED: To inexpensively achieve integral management by organically integrating the parking management of a bicycle, the rental/return management of a bicycle, and the parking management of an automobile and a motorbike. SOLUTION: A parking bicycle 4A and a rental bicycle 4B are integrally managed by controlling a plurality of bicycle lock devices 14 by a parking fee adjustment machine 11 equipped with a display unit 31 and ten keys 32 or the like. Furthermore, management related with a bicycle and the parking management of an automobile and a motorbike are integrated by controlling a flap device 12 and a motorbike lock device 13 by a parking fee adjustment machine 11. In the case of performing the rental/return management of a rental bicycle, a user is made to register a password, and as long as the password input by the user when returning the rental bicycle 4B is not matched with the password registered in rental, the return of the rental bicycle 4B is not completed.
