PURPOSE: A network-based roaming traffic control method and a device thereof and a traffic preventing server therefor are provided to prevent profitability deterioration of a service provider of a native land through providing roaming service. CONSTITUTION: The first exchanging device performs a basic and additional service processing of a roaming terminal(100) and a receiving and originating call processing, a location registration process and a handover process processing, and an interworking function with the second exchanging device. A traffic control preventing server(104) finds generation inclination of a location registration denial code. The traffic control preventing server selectively performs a traffic control through a code converting process. A traffic control server(108) controls the traffic of the roaming terminal.
